Fragmentation is the default condition. Liquidity is spread across venues that disagree about price, latency, and time. stratum treats that disagreement as signal rather than noise, and quotes from a single reconciled surface instead of a per-venue patchwork.
The system is built for restraint. It withdraws faster than it commits, sizes to the regime it can actually measure, and prefers missing a fill over holding an inventory it cannot explain.
